About Umatilla County Housing Authority

The Umatilla County Housing Authority was established December 13, 1949 under enabling legislation of the State of Oregon thus creating a political subdivision, a stand alone agency. We are not a taxing agency. A Board of five commissioners appointed by the Umatilla County commissioners governs the agency. Of these five Commissioners’ one must be a tenant. Commissioner terms are for five years and all terms are staggered so that one term expires each year. Board officers are elected each year at the annual meeting in December. The Executive Director Stan Stradley acts as Secretary/Treasurer of the Board.

The Housing Authority administers several federal programs for USDA Rural Development, Housing and Urban Development (HUD), and both Low Income Housing Tax Credits and Farmworker Housing tax credits that are issued by the Internal Revenue Service through the State of Oregon. In March of 1952, Orchard Homes was opened for occupancy. This is a 16-unit low-income family project. In March of 1953, 20-unit family project McEwen Homes in Athena, Oregon was opened for occupancy. Bliss Homes was opened in April 1968, a 32-unit family project. Golden Manor, our 50-unit elderly/disabled apartment complex was opened in December 1970. Foxwood Apartments, formerly known as Dean Holmes Plaza, a 60-unit family Rural Development Project was opened in August of 1977. Hacienda West, a 32-unit Farm Worker Tax Credit Project was opened for occupancy in February 2003.

The Housing Authority began management of Tri-Harbor Landing (formerly known as Prairiewood Apartments) in McNary, Oregon in June of 2005. Tri Harbor Landing is a 106 unit family complex financed by USDA Rural Development and low-income housing tax credits. Additionally, over $2 million in reconstruction went into this project. In 2006, the Housing Authority built a new 48 unit apartment complex, a Tax Credit Project in Hermiston called The Aspens. Since 2001, UCHA has brought $18.65 million worth in purchases, new construction and reconstruction to our areas economy. In addition to the 364 housing units listed above, the Housing Authority also administers 329 Section 8 Housing Choice Vouchers, funds paid to private landlords on behalf of qualified tenants; this comes to a total of 693 households under our care. Currently, a staff of 18 works at keeping all units occupied and well maintained. Not counting purchase of property or rehab of units the annual economic contribution to our area is approximately 2.16 million dollars.

The Housing Authority has a firm commitment to service the citizens within our four county jurisdictions, which includes, Umatilla, Gilliam, Morrow and Wheeler counties, as well as maintaining and operating its current properties in the most efficient and highest standards possible. It is also the goal of the Housing Authority to assure the communities and its citizens that the valuable limited stock of affordable housing remains affordable in order to meet the needs of the current and future populations. By purchasing existing affordable housing and operating and maintaining these units to these high standards, we can be assured this valuable inventory will not be lost.
